HUD’s Choice Neighborhoods Initiative provides two types of competitive grants to help communities plan and carry out neighborhood transformation strategies.
A two-and-a-half-year grant that supports the development of a comprehensive Transformation Plan focused on the program’s three core goals: Housing, People, and Neighborhoods.
Typical HUD award: up to $500,000.
An eight-year grant that funds the execution of a completed Transformation Plan, turning local goals into real investments, redevelopment projects, and improved opportunities for residents.
Typical HUD award: up to $26 million.
Unlike many cities that first secure a Choice Neighborhoods Planning Grant before moving toward implementation, Gary has taken a more direct and proactive approach. The Gary Housing Authority, in partnership with the City of Gary and a network of local stakeholders, has built upon years of prior planning, community development, and investment to create a strong foundation for neighborhood transformation.
Building on existing studies, neighborhood revitalization plans, and previous community initiatives, Gary undertook an additional round of targeted resident and partner engagement to strengthen and update this work. Through focused discussions, workshops, and stakeholder coordination, the Gary Choice Team gathered insights that reflect today’s priorities. Ensuring that the resulting Transformation Plan is both data-driven and grounded in current community realities.
The Northwest Greater Gary Gateway Community Transformation Plan captures the city’s determination to create equitable opportunity, quality housing, and renewed vitality across the Northwest Greater Gary Gateway area. It positions Gary to competitively pursue a Choice Neighborhoods Implementation Grant, which would provide the resources to begin executing the plan and deliver visible, measurable change in the years ahead.
The plan reflects not only the city’s technical preparation but also its continued commitment to collaboration, accountability, and long-term impact for residents and partners alike.
